OK, this is the official explination I readfrom a former staff member or something like that from "Family Feud."
Originally, there was to be NO BULLSEYE board at all. When the time came to play BULLSEYE, they were going to simply reveal the #1 answer on the Fast Money board as they did for Opryland week and Family Feud 1994. To the audience at home, they would see a CGI of a Bullseye and the answer. They would never see the Fast Money read out. The 4th digit was to be used for the BULLSEYE dollar amounts (1000-5000)
Eventually, a board was built for Bullseye with a monitor screen in it that would do the work of the CGI, and would look better on TV and in the studio. Seeing as they went through all that trouble to rebuild the survey board with 4 digits, it would seem wasteful to build a completely new one with three digits on top, so they simply left it there.

Kyle, for those who have never seen the Opryland set, would you mind posting the link for all to see? I've never seen it until today, much thanks to you.
I find it odd they modified the set before the Feud Challenge started. They must operate like my workplace; right before a building renovation is set to begin construction they change their minds altogether on what they're going to do.

Todd, The reason why they changed the set before they started the Family Feud Challenge is because they need to tape a few shows that do not air for a Media Kit. This kit will be used to sell the new show format and for test audience to see if the new format is liked by the viewing public. The big board was suppost be to used for the bullseye round ( there for the added digit on top) I can only assume that it must of not beed liked in the test show so they changed it to the bullseye we know today.
